I think Picasa has definitely become my favorite photo album program. I like the interface and the way each window and the photos slide seamlessly around. It's really ease to add new photos from the camera or even from USB. I like the tagging function, that way I avoided creating too many photo albums. Another nice thing is that everytime you import photos it asks you to enter details to automatically create the album. This way you have all your albums set up and can browse them quickly from the menu bar on the left. The editing tools are handy, but very basic.
The only downside is that Picasa uses up a lot of PC resources.
